According to Cisco, it does things such as captures business needs, assesses technology options, grants understanding for IT solution’s return on investments, and influences and communicates effectively with business leaders.

Network Programmability: Primarily for IT professionals, this certification improves networking skills by building a stronger networking knowledge base. In addition, it also allows individuals to use current software skills to produce network applications. Overall this will increase the current individual’s skills and bring value to their position and their department.
